Socialism means Common Ownership/Collective Ownership and or State/Government Ownership of the means of produc?

How is anything privately owned when the government takes whatever % of money they want out of your paycheck before you get it? Likewise no one "owns" property. They only rent it from the government. The government forces people to pay property tax, and even so they can still take your land through eminent domain laws whether you want to sell or not. People need government permission to start a business and need to pay extortion licensing fees to the government and follow regulations to avoid being forcibly shut down. It sounds like we have government ownership of everything in America.
