What is this weird hybrid bug's name?

I found this bug in my backyard. It has the big eyes of a fly, the body of a wasp, and it's furry between the eyes. It also has a hard back and four legs (two large ones below body/ two small ones on front) that have (I hesitate to say) "hands", I suppose. They're not exactly hands, like, with five fingers, but almost like pincers (only two). The bug also can fly and has a stinger on its back end. One more detail that might help; it was secreting this saliva-looking fluid from its mouth onto a blade of grass. I was just wondering what this thing is 'cause frankly I've never seen anything like it before. Thanks for the answers in advance!!!
